能源之星計劃於1992年由美國環保署所啟動，目的是降低能源消耗及減少發電廠所排放的溫室效應氣體。此計劃並不具強迫性，自發配合此計劃的廠商可以在其合格產品上貼上能源之星的標籤。
最早配合此計劃的產品主要是電腦等資訊電器，之後逐漸延伸到電機、辦公室設備、照明、家電等等。後來還擴展到建築的領域，美國環保署於1996年起積極推動能源之星建築物計劃，由環保署協助自願參與業者評估其建築物能源使用狀況（包括照明、空調、辦公室設備等）、規劃該建築物之能源效率改善行動計畫以及後續追蹤作業，所以在一些導入環保新概念的住家或工商大樓中也可發現能源之星的標誌。

依據2011年起採行之能源之星申請審查流程，目前能源之星標章不收取標章使用費，申請使用能源之星相關之費用僅包括實驗室收取之產品檢測費用，與認可驗證團體(CB)收取之驗證費用。由於以上二項費用皆授權實驗室與驗證團體自行訂定收費標準，且不同產品項目須檢測內容亦不相同，申請者需自行詢價比較。若以電腦相關產品而言，目前國內檢測單位之單件產品耗能測試報價約為新台幣一萬五千元至二萬五千元，而每件申請案之驗證費用報價約為美金八百至一千元。
