澳洲 GEMS 監管機構於 2025 年 6 月 10 日於 Energy Rating 網站發布新版白熾燈泡註冊申請書，供應商可依據 《2024 年溫室氣體和能源最低標準》進行註冊。新規定適用於新註冊申請與展延，並涵蓋鎢絲燈、碳絲燈及鹵 素燈泡等類型。原已依 2016 年標準註冊之型號，有效期限屆滿後可依 2024 年標準重新註冊。除非產品列於 2024 年標準的附表一，否則無需立即採取行動。

Australia GEMS Regulator Releases New Registration Form for Incandescent Lamps
On June 10, 2025, the GEMS Regulator released a new registration form on the Energy Rating website for incandescent lamps that comply with the 2024 Greenhouse and Energy Minimum Standards. The updated requirements apply to both new registrations and renewals, covering tungsten filament, carbon filament, and halogen lamps.
Models registered under the 2016 standards may be re-registered upon expiry in accordance with the 2024 standards. Immediate action is only required if the model is listed in Schedule 1 of the 2024 determination.

新南威爾斯州 NSW 政府於 2025 年 7 月 15 日發布電動輕型移動裝置與鋰電池的最新產品安全法規資訊，包括電 動腳踏車（e-bikes）、電動滑板車（e-scooters）、電動滑板（e-skateboards）、自平衡滑板車（self-balancing scooters），以及為這些裝置供電的鋰離子電池。主要重點如下：

• 根據《2017  年燃氣與電力（消費者安全）法案》，電動輕型移動裝置與鋰電池被列為指定電氣產品，在 NSW 當地銷售前必須遵守強制性安全標準。
• 自 2025 年 2 月 1 日起，所有相關產品皆須符合適用的安全標準。
• 更新後的安全標準已於 2025 年 5 月 23 日發布於 NSW 政府公報上。
• 原訂於 2025 年 8 月 1 日起實施的測試與驗證要求，已延後至 2026 年 2 月 1 日。屆時所有產品在銷售前必 須完成測試、驗證與標示需求。
• 自 2025 年 2 月 19 日起，供應商必須於銷售現場提供安全使用資訊（涵蓋安全使用、充電、儲存、防火與 廢棄處理等），此要求資訊將於 2025 年 8 月 1 日起強制實施。

NSW Government Updates Latest Information on Product Safety Regulations for Lithium-Ion e-Micromobility Devices On July 15, 2025, the NSW Government updated its official website with the latest information on product safety regulations for lithium-ion e-micromobility devices, including e-bikes, e-scooters, e-skateboards, self-balancing scooters, and the lithium-ion batteries used to power these devices. The main points are as follows:

• Under the Gas and Electricity (Consumer Safety) Act 2017, lithium-ion e-micromobility devices and their batteries are classified as declared electrical articles and must comply with mandatory safety standards to be legally sold in NSW.
• Beginning from February 1, 2025, all such products must meet applicable safety standards.
•  On May 23, 2025, updated safety standards were published in the NSW Government Gazette.
• The testing and certification requirements, originally scheduled to begin on August 1, 2025, have been postponed to February 1, 2026. Beginning on that date, all such products must undergo testing, certification, and labelling before being placed in the market.
• Starting from February 19, 2025, suppliers must provide point-of-sale safety information (covering safe use, charging, storage, fire prevention, and disposal), which will become mandatory on August 1, 2025.

史瓦帝尼 ESCCOM 將逐步淘汰 2G 和 3G 行動網路技術
ESCCOM 於 2025 年 6 月 17 日發布第 5/2025 號公告，將策略性地逐步淘汰舊有的 2G 與 3G 行動網路技術。 主要 重點如下：

• 禁止新設備：自 2025 年 11 月 30 日起，將禁止進口及核准僅支援 2G 或 3G 的行動設備。
• 2G 網路：預定於 2028 年 12 月 31 日正式關閉。
• 3G 網路：預定於 2030 年 12 月 31 日正式關閉。

Eswatini ESCCOM to Gradually Phase Out 2G and 3G Mobile Networks
ESCCOM released Notice No. 5/2025 on June 17, 2025, announcing its final decision to strategically phase out legacy 2G and 3G mobile networks. The main points are as follows:

• Ban on new devices: the importation and type approval of 2G-only and 3G-only mobile devices will be prohibited, effective November 30, 2025.
• All 2G networks will officially be shut down on December 31, 2028.
• All 3G networks will be decommissioned on December 31, 2030. BIS 於 2025 年 7 月 11 日發布有關 Scheme-X OTR（綜合技術規範）之申請流程指南，主要重點如下：

•  產品驗證分兩種形式：
  • 標準標誌使用許可證（適用於長期量產的產品，具有有效期限）
  • 合格證書（僅適用於特定原型或批次等一次性出貨產品）
• 審核流程分為書面審核與現場審核共兩階段：
  • 書面審核確認製造商所提交的技術文件完整性與符合性。
  • 場審核約需 4 個人天，BIS 將視申請內容調整人天數。
• 準標誌使用許可證有效期為 3 至 6 年。

印度 BIS 發布 IS 18112 標準的修訂指南
BIS 於 2025 年 6 月 23 日發布 IS 18112：2022《衛星廣播傳輸數位電視接收機規範》的修訂指南，主要重點如 下：

• 所有電視產品，須符合既有的 IS 616：2017/IEC 60065：2014 標準，也需要符合 IS 18112：2022 標準。
• 已取證的持證者，必須要提交變更許可範圍（CSoL）的申請，以納入 IS 18112：2022。
• 已取證的產品若具備電視調諧器，持證者可透過變更的方式遞交申請，並提交等離子/液晶/LED  電視符合 IS 18112：2022 的測試報告，實驗室應在 IS 18112：2022 測試報告中註明 IS 616:2017 的測試報告編號，以 表明該型號同時符合 IS 18112：2022 和 IS 616：2017 標準。
• S 18112：2022 將於 2025 年 10 月 26 日正式強制實施。
  • 自 2025 年 9 月 25 日起，僅申請 IS 616：2017/IEC 60065：2014 的等離子/液晶/LED 電視的新案件將 不再被接受。
  • 自 2025 年 10 月 26 日起，所有僅符合 IS 616：2017/IEC 60065：2014 的證書將被自動取消。
  • 自 2025 年 10 月 26 日起，所有認可型號必須在 BIS 標誌上方同時標示 IS 616/IEC 60065 和 IS 18112。

印度 BIS 發布 IS 16333（Part 3）：2022 標準的修訂指南
BIS 於 2025 年 5 月 30 日發布 IS 16333（Part 3）：2022 修訂指南，所有手持行動電話設備必須要提供紙本或是 數位版的操作手冊，且外包裝需要註明如何取得數位版手冊的操作說明。此修訂將於 2025 年 9 月 19 日起正式 實施。

墨西哥通過新《電信與廣播法》，啟動監管機構重組
眾議院於 2025 年 7 月 16 日正式通過《電信與廣播法》，取代 2014 年制定的聯邦電信與廣播法。新法已於 7 月 17 日正式生效，象徵該國在電信與媒體監管體系的重大轉型。根據新法，聯邦電信協會（IFETEL）將在過渡期 間繼續運作，直至其職責全面移交給兩個新設立的機構：

• 電信監管委員會（CRT）：負責技術監管與頻譜管理
• 數位轉型與電信署（ATDT）：負責政策制定與數位發展推動

摩爾多瓦 Moldova

摩爾多瓦加入歐盟的進程正在加速推進
為加速與歐盟市場規範接軌，摩爾多瓦政府已針對第 235/2011 號《產品合格評定法》提出修訂草案，其中一項 重要變更為第 31 條的修訂，明確規定：

• 凡依據歐盟指令完成合格評定程序，取得歐盟合格聲明並貼有  CE  標誌的產品，可直接進口至摩爾多瓦， 無需再進行當地的符合性評估。

泰國 NBTC 公告實施新型式認可要求
NBTC 於 2025 年 7 月 7 日起，針對支援 LTE Band 75 或 5G NR Band n75 的新申請產品，需額外提交 RF 測試報告， 相應技術要求如下：

• 4G Band 32、75、76：需依據 ETSI TS 136101 或 TS 36.521-1 標準進行測試
• 5G NR Band n32、n75、n76：需依據 ETSI TS 138101-1 V18.9.0 標準進行測試

加拿大 RSS-247 數位傳輸系統、跳頻系統與豁免認可區域網路設備更新至第 4 版
2024 年 7 月 24 日，加拿大 ISED 將《RSS-247 數位傳輸系統、跳頻系統與免許可區域網路設備》標準更新至第 4 版，適用頻段包括 902-928 MHz、2,400-2,483.5 MHz、5,150-5,350 MHz 及 5,470-5,895 MHz。本標準自發布之日 即生效，並提供自發布日起為期六個月的過渡期，在此期間可接受依據第 3 版或第 4 版提交的驗證申請。自 2026 年 1 月 24 日起，僅接受依據第 4 版提交的驗證申請。主要變更如下：

• 移除設備運行於 5,600-5,650 MHz 頻段的限制。
• 修改第 6.4 節，針對混合設備新增要求，以區分混合設備與僅為跳頻系統（FHS）和數位傳輸系統（DTS） 組成的組合裝置。
• 移除定向天線／天線陣列的計算方式，因為定向增益的計算已納入參考標準  ANSI C63.10 以及認可的 KDB 測量程序中。
• 新增關於 LE-LAN（免許可區域網路）在車輛中於 5,150-5,250 MHz 和 5,250-5,350 MHz 頻段內運行的說明。
• 修改第 7.3.1.3 節中 b) 點，釐清在 5,150-5,250 MHz 頻段內運行的發射器不必要發射的要求。
• 第 7.1 節新增對於採用發射功率控制設備的報告要求。
• 修改第 7.3.1.2 與 7.3.2.2 節中的發射功率控制要求。
• 修改第 7.3.2.1 節，針對不必要發射，新增室內標示要求。
• 修改第 7.3.2.3 節，明確區分 5,250-5,350 MHz 頻段內運行的發射器的不必要發射限值。
• 修改第 7.3.6.1 節，明確規定僅可使用 ETSI EN 301 893 測試程序來證明 5,600-5,650 MHz 頻段中的 DFS 合規 性。
